Education Finance in Rhode Island - Learning From History

While Rhode Island is moving in the right direction to improve public schools by laying out performance standards and goals, new assessment practices, and mechanisms to enhance State authority to intervene when schools continue to under-perform, the success of these efforts requires an effective and reliable method of funding schools.

The core ingredient to an effective school funding program is a clear and meaningful policy framework that outlines the goals and objectives of the funding program, how they relate to student achievement, and how they link to the issues of equity and accountability.

As the following analysis will focus upon, Rhode Island needs to develop a comprehensive system of school finance that can support the financial needs of the local community while meeting the performance needs of all students.
