Demographic Analysis

Recent RIPEC work has focused on the major drivers behind growth in the State operating budget, such as socio-economic trends.  It is critical that taxpayers and policymakers understand how the State’s demographics will influence spending patterns in the near future.  There appear to be strong links between the socio-economic characteristics of Rhode Island’s population and the level of state and local government spending.

 

State Budget and Debt Analysis

RIPEC annually publishes its analysis on the State’s operating budget, providing an overview of spending and revenue patterns, key policy issues to consider and RIPEC comments on issues and concerns regarding proposed budget initiatives.  In addition, RIPEC publishes an analysis of the State’s overall debt position before general obligation bond referenda are placed before the voters.

 

State & Local Tax Policy

RIPEC believes that Rhode Island’s long-term interests will be best served by the development of a competitive, balanced, and equitable tax system.  Therefore, RIPEC has developed a comprehensive tax research and analysis program that is both educational and prospective.

 

Cities, Towns & Urban Policy

RIPEC often works on a variety of local issues affecting Rhode Islanders across the Ocean State.  RIPEC’s work has included the analysis of housing’s impact on the cost of doing business in the State, school district spending patterns, land use patterns and their impact on property wealth and taxation, as well as management studies to assist communities gain a better handle on local operations.

 

Education in Rhode Island

RIPEC has been at the forefront of the Education Reform agenda in Rhode Island.  RIPEC’s work, such as the annual Results Report, has provided taxpayers and policymakers with clear information regarding school spending and revenue patterns, student performance and enrollment patterns throughout the State.  RIPEC has also led efforts to reform the State’s school funding structure.
