Ripec Publishes Analysis of the State’s Program to Phase-Out the Local Excise Tax on Motor Vehicles

The Rhode Island Public Expenditure Council (RIPEC) today released A System out of Balance – Permanent Property Tax Relief and Replacement in Rhode Island. This publication outlines the program to phase-out the motor vehicle tax, examines the potential impact freezing the program could have on FY 2002 State and local budgets, discusses the reasons for continuing the program, and raises questions about options to improve its impact on intergovernmental fiscal relations.

RIPEC continues to support the phase-out of the excise tax on motor vehicles in Rhode Island and calls upon the General Assembly to restore and fully fund the program.
